Dealer plates

In wonderful free enterprise Alberta a dealer plate can be placed on 
anyone's vehicle for mechanical testing or evaluation purposes. The photo 
radar doesn't work for dealer plates because only the owner is liable and a 
dealer plate can be installed on a non owned vehicle. Isn't legal hair 
splitting something else? (Angels on a pinhead isn't even close for absurdity)
