CA smog tax refund

Re- Jim Murphy's note. The $300 smog fee refund applies to all cars bought 
into the state from Sept. 1992 to date (CA statute of limitations goes back 7 
years.). The refund however, does not take effect until the end of November 
so anybody registering their car(s) in Oct and Nov will still have to pay the 
$300 tax and then apply for a refund after the start of Y2K. Dumb bureaucracy 
but the revised law has to pass congress first. So in Jim's case both cars 
are eligible for a refund.
