nitrogen oxides emissions

Does anyone know how to reduce nitrogen oxides emissions?  My milano
will pass all other parts of the emissions test w/o the cat and I really
don't want to have to work on the exhaust.  What effect does retarding
the timing have on the emissions? (specific info)  Thanks in advance,
