Chip,

I assume you mean the US AROC.  If you're a member, there is a designated
person in your local chapter, often the President, who should have the
rules available for members.  They're also on the AROC-USA website
(http://www.aroc-usa.org/comp_code/ar_comp_code_contents.htm).
