When I was a brake shop trainee, in a far off city, a long long time
ago....
If I tightened up the cylinder to the firewall before I hooked up the
lines I usually had the problem you describe.  Loosening the cylinder
allowed enough wiggle that the fittings would connect.  Maybe this is
your problem?
