Good question. In my experience the main filter, between the supply pump and 
the injection pump, does a good job of separating water from gas, the water 
settling to the bottom and the gas continuing through. If the supply filter, 
between the tank and the supply pump, trapped much water (with no place to 
go) one could wind up with a line full of water, and no gas passing beyond it.

The only lore I could find suggested that the filter had an extremely fine 
filtering element, to protect the supply pump, and had a metal case to 
protect against exhaust heat and road debris in its exposed location.
