With respect to "unfireable", suggest you go read the rules laying out 
the conditions for firing governmant employees. In order to avoid mass 
firings due to political changes in legislators, the conditions under 
which a government worker can be fired were deliberately written as very 
restrictive. Not a bad idea, but it results in the bureaucrats being 
"tenured".
