No. Porsche and VW flat fours, Subaru flat fours, BMW motorcycle flat
twins, Honda GoldWings, etc are all examples of boxer motors with wet sump
lubrication system design.

Many motorcycle engines of the past were dry sump, particularly most of
the British marques' engines. And there are several still in current
production equipped with dry sump (Harley-Davidson being one example). 
The reasons are in many cases more related to legacy and history than
engineering requirement or specific benefits.
