You say the fuel pump isn't running? It should run continuously,
circulating fuel through the system and the injector rail, then back to
the tank.

Be sure the fuel filters are clean.
Be sure the lines from tank to pump are clear.
Test the fuel pump output.
If the lines are clear and the pump doesn't run, you need a new fuel pump.
If you have the correct fuel pressure, be sure you're getting pressure at
the injectors. 
If you're getting pressure at the injectors and not getting any fuel
through them, the injectors are clogged.
