First you need to have both gauges tested. Palo Alto Speedometer can do
that and give you a repair estimate. If the gauges are in good condition
and the cables work properly, then you need to look at the cable drives
from the engine (for the tach) and the transmission (for the speedo). 

90% of the time, problems like what you are reporting are in the gauge if
the cable is intact.
