Yes, in most cases or at least often in some cases for the most part; it is
not wise to generalize in situations such as this; however, it sounds as if
you are headed in some direction or other which is a good start or at least
a start of some kind - in general.
I suggest that you add torque to the wheel which is most in need being
careful not to overtorque. ( Taiwanese tools are helpful here ) Of
course, this can be bench tested before you commit yourself .
Re Homeoelectric therpeutics : I understand from anecdote that this
methodology has resulted for some DIYers in definitive ends. What the
hell; go for it. What can you lose?
