Calif smog check proposal

I got this off the 911 list:  a bill in the current California legislative
session to exempt cars from biennial smog checks if they don't get driven
more than 12,000 miles in two years.  I have my doubts about its passing,
but wholeheartedly support the idea.  Seems to me it would be tough for the
state to police, and gives lots of opportunities for fraud, regardless of
any penalties imposed.
