administrivia: welty fund note

a quick note on the welty fund: along with paying for some ISP bills, the
recent distribution from the fund also bought a new disk drive and a copy
of RedHat Linux 6.0, which will permit me to build a new, improved system
disk, expand the available archive space for old digests, and move krusty
out of the 95% healthy state it's been in since June of 1998.
