mods to a 164l

I have read of some type of performance chip for a 164l with the name of
Tom Zat next to it.  Does anyone know anything about this (cost and
performance gain)?  Also I am considering using a K&N air filter.  Does
this really help.  A friend uses one in a golf and said that it he was
unable to reuse it as it was impossible to reaply the oil.  Any comments?
