draining coolant from spider

What is the best way to drain the coolant from my 90 Spider?  This is a 
motronic car with twin electric fans.  I have not been able to find a 
petcock(?) on the radiator.  If i remove the lower radiator hose, how  can I 
make sure I get all of the water out of the block?  What is the best way to 
fill the system to make sure there is no air in it?
