As a matter of fact, I've experienced the same after cleaning the ICV.
But I didn't make the connection
until I read your submission. So, last weekend I started my search
again... no luck, though.
But, some guesses;  In my case, I disassembled the ICV from the plenum
chamber, and cleaned it out.
There was no oil-water mixture from the crankcase vent inside it, but
when pouring the WD-40 out, it was
slightly rust-coloured. I guess the seal between the air chamber and the
solenoid chamber is bad, letting moist in
to the steel parts, make them rust, therefore the ICV is jamming. There
is no steel parts where the air flows, as far as I can see. I'm ony
guessing that it is rust, though...but it looks like it.
My therory further: If the WD-40 has solved some rust, which then will
enter the combustion chambers via intake air,
what will happen to the spark plugs...? conductive coating?  Can it
cause pinging?  That's what it my engine sounded like.
My spark plugs looked normal in colouring, but the isolator was slightly
red-brownish, never seen it before.
I'll buy a new set soon, anyway.
Injector cleaning mixtures, to be mixed into the gas tank, is known to
cause conductive coating on the spark plugs.
Could it be a simmilar situation? Replacing the spark plugs is an easy
way to try it out.
Anyway, I'm tired of cleaning the ICV once a month, I'll buy a new one.
And then, I'll finally will have the courage to
take the old one apart, to see what's inside...;-)
