Something doesn't add up; the top speed should be higher, even with a stock
engine.  First of all, are you sure the speedo and tach are correct?   As
for the engine work, the modifications involveing the pistons, valves and
cams sound pretty standard, but the carbs may not be right.   You should
have increased the engine's breathing capacity with big valves and
increased lift, but if you haven't done anything upstream of the valves,
you may not be able to take advantage of that potential.  40 mm carbs were
the stock setup, so a larger carb might be needed.  It's also a good idea
to making sure the intake ports line up.
