Failed Emissions Test

My vehicle has failed the low speed emissions test for carbon monoxide (CO).
This is the second time around for testing. After failing the first go
around, I re-jetted for a leaner mixture and the results are better overall,
but the CO number went up. Does anyone have any thoughts as to how I can get
this number down? Does the timing have a significant impact?
