Milano Headlight Relays

I just bough overwatt bulbs (80/100 Heliolite) for my Milano and was =
going to put relays in last night but read on the digest of the factory =
installed relays (mine's an '89-build 7/88).  I pulled the small =
cubbyhole/cig pack holder and did not find obvious relays.  I did find a =
small paper receipt wrapped around the closest wire bundle saying:

CABLAGGIO TIPO QUADRO
VARIANTE N.

DATA ULT MODIF.

In contrast, my '87 parts car did not have this paper wrapped around the =
wiring but did have a single relay which looked more like a recall than a =
factory mod.  

Is it safe to assume all '89s had the relays added?  Is this small piece =
of paper indicating, as I assume, the udated wiring?
