Spider Brake pedal pulsing

Recently my '79 Spider's brake pedal feel has changes.  Sitting at idle,
there is a pronounced pulsing that gets quicker with RPMs.  At higher RPMs,
it seems to disappear.  But, when using the brakes, the pedal effort is much
higher.  A very large effort is needed to apply the brakes.  It feels like
it would be impossible to lock-up the tires if I wanted.  Any suggestions as
to the cause?
