164L Front Wheel Spacers

Hello,

I have just installed new 16 inch OZ wheels on my 1993 164L. To install
these wheels I was instructed to remove the small threaded "spike" from the
front and rear hubs. This part seems to help align the stock wheels for
instalation. The new wheels do not have a receptical for the spike. When
I unscrewed the spike from the front hub it allowed a front spacer to come
off the hub. The spacer was stenciled with USA. When I installed the
wheels I just used the bolts to align the wheel to the hub and I
reinstalled the spacers under the new wheels.

My questions to those in the know:

Are these spacers unique to USA models? If so, why do we get them and not
other countries? Why don't I have similar spacers on the rear?

Thank you in advance for a random piece of Alfa trivia.
