broken off bolt

The bolt for my stabilizer bar bracket at the front passenger side of my
87 spider broke off.  This is the bolt that holds the sump guard as well.
I posted this about a week ago and got a response that told me to drill it
out and heli-coil a new one in.  Forgive my ignorance but what is
heli-coiling and how do I do it?
