    Several manufactures (3M, Wurth) sell "zinc weld-thru" coatings in spray
cans.  Just spray the parts of the metal that will be covered by the new
metal with this stuff.  Then weld the metal that is coated.  Don't forget
that you should do this in a ventilated area since some of the zinc will
become vaporized and you don't want to breath it in.

I have a question along these lines. 
When one is replacing the floor pan, the old spot
welds on the frame rail need to be cleaned up (back to
bare metal), and we are putting new metal over the
top. How do we use a rust prevention technique when we
have to spot weld the pan to the frame rail? Do we
paint the pan and the frame rail and remove the paint
from the areas that will revieve the spot weld as
well as the edges? Any help here from those who have
done this restoration?
