Well, almost always!  I once had a car (big American v8) that had
trouble turning over the engine if the starter was hot.  This would
happen, for example, if I'd been driving on the highway for a while and
the starter was soaking in engine heat.  After 20-30 minutes of cooling
down, no problem.  This was a known problem with this manufacturer, but
I was a poor college kid at the time and putting off fixing it until
absolutely necessary.  However, jumping the car would almost always
allow it to start.  Apparently the bit of extra voltage from a running
car, or the reduced source resistance of two batteries in parallel, or
both, was enough to kick it over.
