Yes, it's most likely a bushing issue.  Unfortunately, the bushings for the 
pre-'85 cars are not available anywhere.  When I went through this 
recently, I ended up keeping one of the two concentric bushings that make 
up the OEM setup, and replacing the other bushing and the OEM bolt with a 
pair of bushings and a shoulder bolt that I purchased from 
http://www.mcmaster.com.  One thing that I've heard of people doing is 
removing the shifter from the car and filling the hole with a weld, and 
drilling a smaller hole to eliminate the need for bushings.  The best 
solution would probably be to replace the whole linkage with the improved 
linkage from the later cars, assuming those parts are still available.
