Here is an easy no weld fix my local alfa repair center did on my 83'
spider.

Drill about a one inch hole (or maybe larger) through the vertical surface
on the end of the frame adjacent to where the broken nut is located.  Now
you can remove the nut and access the bolt.  Put a washer and new nut on
the bolt, tighten them up and you're done.
