[alfa] delaminated side skirt spoiler, '86 Spider Quad

The passenger-side side skirt spoiler (beneath the passenger door) on
my 1986 Spider Quad has become detached. More specifically, it appears
that the outer, flexible plastic (painted to match the body color) has
delaminated from its inner metal support.

I've heard that the side skirts are attached to the frame with rivets.
But I don't think it's the rivets that are the problem in this case--seems to
be that the spoiler itself has come apart, rather than that the whole spoiler
has come detached from the frame.

I presume others have seen this phenomenon on Quads? If so, is this something
I can fix well myself? Anyone know what the best approximation to the original
adhesive might be? Strong contact cement?

And BTW, if anyone knows an *excellent* Alfa-savvy body shop in the Pittsburgh
area that will do a first-rate (at or near concours-quality) job, I'm
considering having the same car taken down to bare metal and repainted;
recommendations most appreciated!

Thanks,
