I say YES.  In the past I've used engine oil (new) to cover bare steel as a
preservative, only to find the oiled bits corroded more quickly than the
bare steel.  Specialised corrosion inhibitors work a lot better.

I believe the claims of oil companies that their oils contain 'corrosion
inhibitors' refer to lowering the effect of corrosive elements produced
during the combustion process, which seems logical.

However when used straight from the bottle, I think engine oil is corrosive.
