[ihc] Buying a complete vehicle from a junk yard (AZ style)

At least in Arizona, a junk/wrecking yard is only allowed to transfer or
sell three titles per year (that's what I've heard from the operators).
They said that they usually wait for the really pristine Caddy or Lincoln
that has been totalled and they get it at auction and they can sell that
one (three) and make some money. It's not really worth it to them to sell
a whole IH anything for the $250 wreck cost when they can make probably
upwards for $5k on one car.
