Can you say 'calibrated resistance wire' ? I knew you could...

Jim's right. Takes the place of a ballast resistor in the ignition primary. 
Ni-chrome, I believe, which accounts for the woven fabric(Nomex?) heat 
shield covering the resistance wire.
