My '78 Scout II had a similar, sluggish, cold starting problem that I
associated to low coil voltage (especially during cranking with the starter
load).  This system had the PrestoLite distributor and a series limiting
resistor in the ignition coil circuit.  I simply wired a relay across the
resistor that was energized by the starter hot side.  When the starter was
cranking, the relay contacts across the resistor closed, shunting it, and
the coil temporarily saw the full 12V from the battery.  It seemed to solve
my problem immediately.
