I am running 16" rims on my 79 Scout with no problems. The reason I did
this was to improve sidewall stability when I am using taller tires. I
currently have 32" tires on the 16" rims.

I don't know if there is any noticable difference but I did it anyway. The
down side is that the selection of 16" rims and tires is more limited than
the 15"ers. Although the tire selection for 16" rims is getting much better.
