Most brake boosters of the vacuum flavor use engine vacuum on one side of
the diaphram working against atmospheric pressure on the other side of it
to generate the boost force. The atmosphere must be able to flow in and out
of this chamber in the booster for it to work properly. There is a little
air cleaner on the inlet to this chamber, so as to keep the inside of the
chamber reasonably clean. If it is plugged, the booster will not work
correctly.
