administrivia: digest funding, various issues

due to various confusing things having to do with members only posting,
many of you were suprised by a non-sequiter posting of mine about a "welty
fund" run by someone named Bill. i learned from dinner last night that some
of you have the curious notion that the Bill in question is Bill Thebert --
this is not actually the Bill in question; the Bill running the "welty
fund" is Bill Harknell, and Alfa digest member from Tampa Florida.
