Vac advance?

The vacuum advance on my Scout has never worked.  In 8 years I had it tuned 
thinking that everything was great until I remove the vac advance line at idle, 
and nothing happened.  rev the motor, then open the line, nothing.  I've checked
the vac advance can and it's like a flow through wide open.  Sounds like your 
timing is off.  Maybe the mechanical adv. weights are stuck?  if it's a brand 
new thing, maybe it's the fuel filter on the carb that's clogged?  Mark Pepe had
this problem last year.  Also my want to check the cap/rotor/wires and see if 
they arc at night.  The vacuum advance really only compensates for the instant 
'bog' when you open the throttle plates.  It's the only opportunity for the 
vacuum advance can to change.  Smooth operations in throttle use no vac advance 
change at all.

Steve and Tark,
I'd add plug wires to Steve's list. I don't think your problem has 
anything to do with the vacuum advance either.
