I think there *is* a brace between the two inner fenders -- namely, that
cross-piece to which the hood hinges are mounted. It's awfully heavy
material.
For this reason, I suspect that the inner fenders are flexing *neither* "in"
nor "out" -- but rather, that the front clip is "racking" in parallelogram
fashion, and thus stressing the tube-to-tank connections. It would take an
angled brace -- from the upper corner on one side to the lower corner on the
other -- to prevent this racking action from occuring. Said brace would
need to withstand both tension *and* compression forces.
Simpler might be just to better "isolate" the radiator -- perhaps with
rubber bushings at the mount points -- from any movements of the inner
fenders.
