A few things on your website,

In Windows 3.1 (it's not my fault! school!) something isn't right.  My browser is frames compatable.  Somehow, the correct page is not displayed in the bottom frame.  The bottom frame should have

http://members.aol.com/_ht_a/rlireland/auto/65scout.htm

as defined in the declaring of the framesets.  

You can change the link for no-frames to target="_top", that will do the same thing.

Also, you have one too many " in the <img src="SCOUT.JPG">  you have <img src="SCOUT.JPG"">
