no headlights

It's back from the dead. 

After nine years of growing roots in a parking lot south of downtown L.A., that
"sight-unseen" museum-auction '67 Travelall is back on the road. Sorta. New
starter, tires, brakes, clutch cylinders, battery, rebuilt carb. Still have to
replace the rusted out freeze plugs. And clean the thing out. Still pretty
disgusting from that homeless guy living in it. But the headlights don't work.
I have dashboard lights and taillights. What's the procedure for sourcing the
problem?  Already checked the fuse and it's good. What's next?
