Primer out in the weather
The thing about primer is that it doesn't seal anything. It has two jobs
on an automotive finish.
1- It is a binder coating. So the topcoat can stick. Note that if part
of the vehicle is fg and part is steel you will normally need two kinds
of primer.
2- Some serve as a realatively thick layer so you can sand it to remove
slight imperfections.
Never let the primer get out in the weather. You can have rust start
under the primer since it doesn't seal worth beans.
