Too high on the HC's could be: 1-cold cats (drive the car hard before getting the
smog test and don't let it sit before they measure it); 2-too rich; 3-missing.
There are other possibilities (like dead cats) but these are a good starting point.
If nothing appears to be wrong with how the car is running (no missing, stumbles,
rich smelling exhaust, etc.) I would try a re-test when you're sure the cats are
good and hot. These things don't like to sit or idle for a long time before
testing.
