vibration from steering wheel

hello all,

i have a vibration from the steering wheel when im travelling @ 60mph, it
then disappears and reappears @ about 80mph, i have had the wheels
rebalanced twice from two different tyre companies, they say the tyres are
worn evenly, the wheels aren't bent and when i brake, there are not
vibrations at all, what else could it be?
