Heater/AC Question

On my 1988 535i, the AC does not seem to be working. The blowing air is not cool.
With the A/C switch off, and the heater/vent blower on 1, the fan will randomly
(could be many minutes apart) surge to a high air flow for just an instant and then
slow back down. Does anyone know what would cause this? Appreciate any
respones. Thanks.
