Cleaning Wheels

What is the best way to clean the wheels?  The previous owner of my=20
car really didn't clean the wheels, so they are quite dirty.  I bought=20=

some wheel cleaner at the local R&S the other day, but it really=20
didn't work.  I tried scrubbing extremely hard with a toothbrush,=20
which helped some, but the wheels are not up to my standards yet. =20
Also, why is it that the front wheels are so much dirtier than the=20
back wheels?
