Strange Engine Sound

I have this strange sound coming from the engine bay that sounds like an old
rotor fan ("ta-da-ta-da-ta-da").  The strange part is - it only happens when
I'm cruising and not pressing down on the accelerator.  When I press down on
the accelerator, the sound goes away and I can hear only the whine of the
engine.

Would anyone has any clue as to where to look?
