It is a toggle switch, that, when on, will display a "speaker" icon on
the OBC ; then, 15 seconds before the top of the hour, it will beep to
let you know that it is 15 seconds before the top of the hour! (useful
for getting the news headlines, or letting you know you are about to be
late!)
