Yes, the LCM is bad ... and replacement is the only cure. I had the same
problem several years ago.  It's a couple hundred $$ item at the dealer
only, with a couple of ads in the Roundel to purchase rebuilt modules.  I
got one from a salvage yard for $50 ... and have been underway with no
problems since.  It is important to note your part # on the top of the
LCM, for all LCMs are not equal.
