E28 535i hot air from vents

Hi All

my first posting -- find the list quite useful

I am not sure what my problem may be.  The top vents on dash (round ones)
blow warm to hot air, while the rest of the vents blow cool air; A/C off.
Is this normal?  I have played with the knobs every which way I could think
of to no avail.
