Yuck! Petroleum (???) spray on rear end of car

On our return from an east coast trip, the traffic went to one lane during
a consruction/repair zone on I40 in Arkansas (Clinton jokes possibly in
order?). Whilst slowing I noticed a squirmy feeling then soon noticed the
road appeared shiny, then soon wet. A mile later we passed a tanker pulled
over on the shouilder who had blown a seal (reminds me of a joke) or
something and spewed part of his load all over the road. Upon arriving
back in ABQ and preparing for bug removal wash I noticed this stuff had
sprayed up along parts of the side and all of the rear of the car. It was
clear, but rough to the touch. Washing removed some of the heavier
deposits, but not completely.

My tentaive plan next is to spend a Sat am sitting on a milk
crate/motorcycle stand using bug and tar remover and then wash and rewax.
(I had just waxed a week before so hopefully this will preempt possible
damage). On thoughts or advice re this or more preferred procedures?

TIA and looking forward to an exciting WE with my M3, but hoping I can
remedy this.
