tii no start problem

I'm hoping some of the tii folks can give me some hints on this problem.
First the car would not start when it was cold. I checked the cold start
valve and it's working fine. I even have a spare now. It has slowly degraded
to where it will not start at all. It will fire a bit, but will not catch.
I've replaced, wires, coil, plugs, cap, rotor and it still will not start.
I'm beginning to think it's a fuel problem because when I pulled the plugs
they are soaked. Could it be flooding? I know zip about this fuel injection.
Any suggestions are welcome.
