Dumb Question
I don't know about programmed no start due to missed maintainance, but I
do know about seat-belt lock-out. If the relays (hidden within the bowels
of the dash) failed, you had no ignition with or without latched belts.
Replacing the relay with a "bridge" or "shunt" permanently fixed it.
